The regulator
Central Networks is regulated by the Office of Gas and Electricity Markets, Ofgem, under primary legislation of the Electricity Act 1989 (the Act) as amended by the Utilities Act, the Competition Act 1998 and through the granting of an Electricity Distribution Licence. We also have a duty under the Act to develop and maintain an efficient, co-ordinated economical system of electricity distribution.
Ofgem has a principle duty to protect the interests of consumers in relation to electricity conveyed by distribution systems wherever appropriate by promoting effective competition and regulating monopolies.
Ofgem also has to have regard to general duties such as:
- Ensuring that all reasonable demands for electricity are met
- Being a Distribution Network Operator that can operate and fund its activities
- Promoting efficiency and economy
- Protecting the general public from dangers arising from the distribution of electricity
Ofgem discharges such duties through licence conditions imposed on Distribution Network Operators.
